著者簡介

Robert H. Bates is currently the Eaton Professor of the Science of Government at Harvard University, where he has studied and provided consulting assistance in the areas of governmental reform, economic policy reform, and political economy for many countries throughout the world. He is the author of several books, including Open-Economy Politics (1998).

非洲國傢為什麼會采取這種違背大多數農民的利益的政策？因為要推行工業化，同時也滿足城市工人的需要壓低食品價格，所以要犧牲農民的利益。為什麼違背大多數的利益這種政策卻依舊能推行？因為國傢有強製力，因為小農組織集體行動成本高且有更好的應對措施，因為國傢可以通過讓渡剩餘管理權來獲取部分人的服從。

在講非洲農業政策與失敗故事的同時涉及政治經濟學許多基本問題和方法，尤其重視政治勢力在經濟分贓問題上的博弈，可看成國傢失敗大命題的一個注腳。非洲各地麵臨典型發展中國傢問題：快速工業化的欲望和相對落後的農業部門難以産齣足夠原料和資金供使用。不同於東亞國傢雙管齊下、工農皆補貼，非洲在齣口經濟作物、本地加工業、初生工業和農工管理官僚等強大利益集團影響下，以殺雞取卵政策，壓低食用榖物價格保證城市居民和工人供應，中間剪刀差或收歸國有、或為官僚自肥，生産規劃和技術補貼政策隻惠及少部分人，貨幣故意升值以鼓勵購買進口資本品，暴力鎮壓和分化實惠瓦解普通農民的反抗，以此維持一種脆弱的政治經濟平衡。然食品不足終將推高食品價格、農業被壓榨見底、工業停滯，壓迫者反抗、受惠者不滿，國傢陷入混亂，最典型的非洲故事。
