具体描述
本书作者从社会学的角度研究国际组织，视之为一种官僚机构，把它们当作具有独立实体地位的行为体，从而对它们的性质、行为偏好、能力、特征和权威性等进行全面、细致的考察，希望能够籍以帮助学者们解决一些规范性的问题。本书理性地认识到了国际组织的两面性，作者花费长时间进行研究，并积累了大量事实，试图构建一种研究国家组织的方法，让人们正确地认识国际组织，并恰当地运作国际组织。在作者的研究理论基础上，本书重新解释了争论激烈的国际的三个活动领域：国际货币基金组织利用其专业知识和权力对国家经济的渗透；联合国难民事务高级专员署在重新界定难民定义和对遣返的决定上所发挥的作用；联合国安理会对卢旺达种族屠杀的不干预决定。
