The purpose of establishing a lender of last resort is to contain systematic risks which could spread, in stressed times, to affect other firms or countries that are otherwise healthy in stable periods. 斷斷續續地看，主要是感覺前麵很多部分編排的令我感覺很混亂..主要觀點跟明斯基的類似
