This work explores state building and the processes by which supporting state bureaucratic organizations aided the state building effort in Republican China between 1927 and 1940. It suggests that in hostile environments profoundly non-congenial to state building efforts, it is the state organizations that stand the best chance of becoming well institutionalized. This book details the administrative histories and institution-building strategies of three organizations in Republican China dealing with the national civil service, taxation, and foreign affairs.

著者簡介

Julia C. Strauss received a BA in Chinese Language and European History from Connecticut College (1983) and both an MA and PhD from the Department of Political Science at the University of California, Berkeley (1984, 1991). She moved to the Department of Political and International Studies at the School of Oriental and African Studies (SOAS), University of London in 1994. She served as Editor of The China Quarterly from 2002-2011 and was promoted to Professor in 2013. She offers courses in Chinese politics and comparative political sociology.

Julia Strauss著墨於strong institutions, 故或給此前幾位友鄰以隻見樹木，不見森林之感。然細緻勾勒“樹木”並強調“樹木”因何生長不同之作，在民國史研究中仍屬少見，頗似Carpenter大作的中國版。通過對考試院、鹽務稽核所、財政部、外交部的對比，Strauss指齣國府中的部門需要靠績效贖買其獨立性（由此方可推動內部人員職業化），而績效的取得則進一步依賴於其行政目標是否清晰且可實現。三分略嚴苛瞭，四星還是有的。

和作者演講問題一貫，充滿詭異鋪墊、結構混亂，塞很多東西、很多有趣點但缺少銳利觸覺與明確指嚮。其實全本就談民國，偏扯淡歐洲大曆史還拉上亞非拉各國鬧大新聞。組織行為與決策學，人員職業/專業化、目標可實現且明確、實踐過程中的錶現，以及在寫作中逐步發掘的如何既將自身運作與人員選拔同高度政治化充滿權力與派係鬥爭的外部環境隔開，又充分利用權力與派係縫隙達成組織目標的能力，鹽務稽核所挾洋自重、收稅要精確計算，做得最好，外交部雖深陷派係鬥爭與恩庇關係塞人之苦但業務較為專業化、建國與抗戰時期作用又打，也尚可圖；考試院最努力搞專業化與製度化，但作為高層部門深陷KMT與國民政府黨政關係之爭，成效反而最小。如此中層專門部門與高層部門對比，組織自己畫圈和高層指令製度建設對比是最有深入價值部分，結尾應該放開頭纔對啊。
