The main relations in this book is about state, peasant, and the ecology focused on one grain-exporting economy. The author tries to jump out of the previous paradigms of either a despotic or limited government and elaborates these two from a "dynamic and dialectic" perspective by a very empirical manner.

在“大政府”和“小政府”的極端模式間，Perdue選擇瞭一條現實主義的路綫。分三個時段（17末18初，18，18末）探討國傢政策對湖南農村經濟的實際影響。結論是國傢乾預的漸漸弱化，以及地方上由人口飽和、商業化帶來的逐利競爭導緻的生態資源耗竭，一同造成瞭近代湖南農村經濟的遲滯與農民生活狀況的惡化。
