作者简介
Agnès Hurwitz is in the Office of the President of the International Criminal Tribunal for the Former Yugoslavia. In 2004-2006 she headed the Rule of Law Project at the International Peace Institute.
Reyko Huang, formerly a program officer at the International Peace Institute, is a doctoral candidate in political science at Columbia University.
