自1960年代以降，美国联邦政府开销增长近八倍，而联邦公务员数量却在公众对“大政府”的恐惧之下几乎维持不变，这导致美国联邦政府成为DiIulio所谓的“外包利维坦”（leviathan by proxy）——州市政府、私人公司、非盈利组织拿着联邦政府的资金承担大量的公共服务，却无法像训练有素的联邦公务员一样完成任务。而解决方案首先就是补充联邦公务员的缺口，然后进一步将行政主导权从国会转移至总统手中。
