This could be summarized as what Mario Cuomo put it, "it is not government's obligation to provide services, but to see that they're provided". but it would be more interesting if Osborne could talk about how democracy, esp American democracy could be a hindrance for this entrepreneurial gov't idea to play out on a larger scale
