Frederick W. Mayer combines recent work in international relations, comparative politics, interest groups, and public opinion to develop a broad theoretical framework that crosses between international relations and domestic politics. Mayer demonstrates that to understand NAFTA, one must view it as simultaneously a matter of political interests, institutions, and ideas.

用two-level game model来写FTA的经典著作. 整体还是写得很圆熟的. 基本把所有的IR theory在各个层面都使用到了. 不过...这样的著作似乎在现在的political science domain并不很popular. 现在都是用case study来搞出花哨的理论. 只用现有理论来解释案例, paper是很不好发滴.
