前半大致描述了前现代国家的兴起与当地经济发展的紧密联系：即国家逐渐不通过掠夺而敛财，而通过促进本地经济发展进而从税收中创收。在此过程中，国家公权也得以长足发展。不过作者在交代国家如何从以亲属关系为基础的农业社会中脱胎而出时略有语焉不详之处；后半更多关注国际背景，描述了二战后各异性质的国家政权如何在多样的国际政治经济背景下被催生。

从书名看来像是一本发展政治经济学，作者着重讨论了繁荣的政治（暴力）基础，认为发展有两大根源，不仅关乎投资（investment），而且也与组织（organization）密切相关。政治上，发展包括着驯服暴力以及将权力授予那些将其用于生产性活动的那些人。（第13页）但总体感觉太单薄。
