September 1793. Firebrand John Pearce and his three friends, the Pelicans, have come a long way since they were press-ganged into King George's Navy. Pearce is in a position of command on board HMS Faron when he returns from his successful mission to Corsica, but with the Siege of Toulon escalating in violence he finds himself escorting five thousand radical French sailors to a port on the Atlantic coast.
