虽然本报告被标榜为阴谋论，但其内容却是给人很多启发。它围绕着一个主题“如果人类社会进入一个永久和平的时代，这件事对人类社会、人类种群是好事还是坏事？”其结论是：Lasting peace would almost certainly not be in the best interests of society that achieves it；在没有找到战争的社会功能替代品之前，战争是人类社会的必要组成部分。
