是否代表了English school总体怎么样我不敢说，但Bull的思路就是IR里的维稳逻辑。说社会体系有基本目标，rules & institutions维持秩序，但institutions里有用的还是balance of power一类。然而又缺少Realism（的一些人）里对权力的反思。一方面Bull承认国际法不具有约束力（约束力仍然来自BOP和战争的不值得），承认国际体系能够成立是因为符合大国利益，其他国家只有inertia，甚至承认主权国家体系反人权；而另一方面还拼命justify现有国际体系，说秩序是其他价值的前提条件，所以即使其起源再不正义再反人权也要维护。也算是得格劳秀斯的精髓，格劳秀斯有多反动Bull就十倍地反动。

头晕眼花之下看完了，然而觉得没有第一次读Wendt的时候那种对建构主义心眼一亮的感觉。亮点是对于国家理论的分析中有更多政治学的成分，Wendt的理论更偏社会学一点
