The problem of the non-formation and disintegration of families in the West has been a serious one since the beginning of the 1960s. A number of social changes have occurred that have had a destructive effect on the family. The matter has progressed to the point where it has become a threat to civilization and democratic society. For years scholars and politicians such as Daniel Patrick Moynihan (D-NY) have sought to build stronger social protection for the families -- but to no avail. Only in the mid-1990s did society begin to grapple with this problem.Reclaiming the Family looks beyond the reasons for family breakdown in the West and proposes many things that can be done to help rebuild Western families. These items include: ravamping federal and local programs, creating a constructive tax policy, rethinking marriage and divorce laws, restructuring public school programs, enhancing community initiatives, enhancing parenting skills, and reconceiving foster care and adoption strategies and professional programs.
