《綜閤教程1學生用書》講述瞭：2004年1月，教育部頒布瞭《大學英語課程教學要求（試行）》，將大學英語的教學目標確定為“培養學生的英語綜閤應用能力，特彆是聽說能力，使他們在今後工作和社會交往中能用英語有效地進行口頭和書麵的信息交流，同時增強其自主學習能力，提高綜閤文化素養，以適應我國社會發展和國際交流的需要”，提齣瞭分層次（即“一般要求”、“較高要求”和“更高要求”）和分類指導的教學要求。與此同時，教育部在全國180所院校開展多媒體網絡教學的試點，推廣具有個性化學習特徵的多媒體網絡教學係統，並於2005年2月頒布瞭《全國大學英語四、六級考試改革方案（試行）》，2007年7月又下發瞭修訂後的《大學英語課程教學要求》。這些舉措進一步推動瞭我國高校大學英語教學全方位的改革和教學質量的全麵提升。新世紀的教學改革呼喚新的教材不斷誕生。這既是時代的召喚，也是曆史的必然。
